It's on Tor - the person writing it might be a non-White, judging from her picture. Doesn't matter, not germane to the story - or to me, for that matter (although for some ridiculous reason it's REALLY important to the Left).
I'm just putting the link here, because it's an interesting idea, in a well-written story.
